On the afternoon of March 19, 2010, Signing ceremony of MOU Technical Cooperation Project in Japan for human resources development for urban water supply company in central areas of Vietnam between the International Cooperation Agency Japan (JICA) with the Vietnam Ministry of Construction took place at the Ministry of Construction. Attending the signing ceremony; Mr. Cao Lai Quang, Vice Minister. Mr. Motonori Tsuno - Chief Representative of JICA in Vietnam, and representatives from the Ministry of Planning - Investment, Ministry of Finance, Vietnam Water Supply Association, Urban Works Construction college, water supply companies in Thua Thien Hue and all relevant departments.
In his speech, Vice Minister of Construction Mr. Cao Lai Quang said the development orientation of the first national urban water supply (to 2020) has approved by Prime Minister in 1998 which helped to boost Water industry development, gradually meet the needs of water use by urban I Vietnam. For over 10 years of orientation of water supply development, water supply services I all country has made significant improvements over 440 large and small water supply systems, the total design capacity reached 5.9 million m3/ngd, exploitation capacity is 4.5 million m3/ngd , increased more than 2 times higher than in 1998 (2.1 million m3/day).
However, the development of urban water supply in those years still exist some disadvantages such as: the ratio of water supply service coverage is low (70%), unstable water quality, drainage rate high water.
In the framework of development cooperation programs of Vietnam - Japan, the Japanese government has agreed with the Government of Vietnam on formulation and deployment of technical assistance and human resource development project for water supply companies in central Vietnam through International Cooperation Agency JICA Japan (representing the Japanese) and the Ministry of Construction (Vietnam representative) are two units for the project implementation.
The main content of the Minutes of cooperation include: Raising awareness of water supply companies on human resource management towards safe water supply, Construction of shorter-term training courses for staff currently Working in the water supply companies in the NewTraining Center, developing and Handbook applying to companies operating water level which was selected.
Mr. Motonori Tsuno - Chief Representative of JICA hopes after this project was deployed in the central region will bring efficiency, quality water supply for the people.
