I.PROJECT INFORMATION:

    The legal basis:
+ 2467/VPCP-HTQT on 05.11.2005 Document of the Government Office on the approval of the project "

Technical Assistance for Vietnam Water Supply Company which use mixed credit of Denmark" .
+ 1586/QD-BXD Decision on 12.08.2005 of the Minister of Construction on the project approved Technical Assistance for Vietnam Water Supply Company which use mixed credit of Denmark
       - Project name: Technical Assistance for Vietnam Water Supply Company which use mixed credit of Denmark
       - Implementing the projec’ authorities:
+ Water and Environment Training Center  -Urban Works Construction college -Construction Ministry.
+ Mr. Carl Bro  (representative of the Development Assistance Fund of Denmark - Danida).
       - Project Implementation period: 2 years (from Oct. 2005 to Oct. 2007).

 

II. OBJECTIVES OF THE PROJECT:
       Improving the provision of water supply and drainage services as follows:
       - Improve Capacity building for administrative management, financial and technical aspects of water supply and drainage companies Who received aid from Mixed Credit Programme in particular.
       - Enhance management of capital investment for water supply companies in general and all Credit Programs.

 

 III. RESULTS OF PROJECT:

         To achieve the given objectives , the Project sent experts and foreign consultants (technical assistance team) to survey the training needs of units who profit  from the project. Based on that propose training program content for the units, prepare facilities and staff, teachers - specialists serving for all activities of the project. The result has been achieved as follows:
1. Organizing the general  training course:
           The project has organized two training courses  at two areas:
         - 1st  course : From 11/12/2006 to 16/01/2007, to provide training courses for companies in northern and central at the  environment and water industry Training Center  and Hai Phong Water Supply Ltd. Co.

         -2 nd course: From 11/4/2007 to 12/5/2007, to provide training  courses for companies in the southern region  at Water supply and environment of Binh Duong Ltd., Co.

9 out of 12 water supply and drainage company has fully participated in all improving capacity operation of the project.  There were 99 time of leadership, key staff of 9 companies and HTC Centre has participated in training course with pre- defined topics such as:

- Manufactory Management.
- Warehouse Management.
- Maintenance  Management .
- Network Management.
- Non- profit  Water Management
- Personnel Management.
- Customer Management / Marketing.
-  Information System Management.
- Business & Finance Management .

While the training took place, the project has also organized several field trips in the larger company in order to allow students to explore models of good practice so they can learn and apply in their works. Also in the training process has formed linkages close cooperation between the managers of the company, which will allow your employees to easily reference and study together on how to solve management problems arising in the  company in the future .

 

2. Organizing on- site training courses:
       In addition to general practice training, the project also conducted training on-site support to companies participating in the project aims to implement a number of management methods which were exchanged in the training process. The company is training on –site as  three main fields  are:
- Operation
- Maintenance.
-  Information System in management  and Customer Management.
       This support allows administrators to actually apply what they catch in the training and thus improve their professional capabilities.

 

3.Studying   abroad:
        After  training, the key staff of the Water Supply Company has been invited to join  a week learning  tour about  advanced technology  of water supply at the water supply companies in Penang and Kualalumpur ( Malaysian). This trip also  helped  the students see the  effectively  management of  private water supply and drainage company . It is especially appropriate when the Government of Vietnam is conducting equitization process of water supply companies.

 

4.  Reference manual Editor:
        At  the same time of  organizing  training courses, a number of manuals  was transferred to the companies participating in the project, namely:
- Warehouse management handbook.
-  preventive maintenance schedule Handbook.
-  Operation Manual.
- Network Management Handbook.
- losses & leakage Management handbook .

 The handbook has been used to refer to the management  in the training process . This makes them get used to with the content and encourage them to use them in their work and  improve their ability

        The project has been assessed as meeting thegiven  objectives with the organization of training courses, study tour and compilation of documents and manuals. However, during operation, the Project following difficulties:
- Project management and part-time operation   of professionals are not reasonable.
- all participations are the   cadre leadingof the company so  how to arrange a suitable  time  to organize the courses quite difficult.
- Difficult to maintain continually of professionals in the project when they were contracted to work part time.

Through the implementation of the project results, we propose the following:
- Representative of the Government of Vietnam and the Development Assistance Fund of Denmark and continue to facilitate credit support for phase 2 project can make a practical and effective.
